The training center (Koltsovo village) of the Ural Institute of the State Fire Service of the Ministry of Emergency Situations of Russia was created by order of the Ministry of Emergency Situations of Russia No. 205 dated April 21, 2008 and has been operating as a structural unit of the institute since September 1, 2008 on the basis of the order of the head of the institute No. 459 dated August 29, 2008.

On June 9, 1928, on the basis of the Resolution of the Council of People's Commissars of the RSFSR, the Sverdlovsk Regional Executive Committee (Minutes No. 115, paragraph 27) decided to organize in the city of Sverdlovsk the Ural Regional Fire-Technical Courses for the training of mid-level fire department personnel.

In April 1929, the Ural regional fire-technical courses began their work.

In August 1932, the courses were reorganized into the Ural Regional Fire-Technical School for Intermediate Management of the City Fire Department.

In 1935, the regional school was reorganized into an inter-regional school for middle management of the GPO NKVD.
