Examination of citizens upon initial military registration, conscription for military service (military training) in case of newly diagnosed diseases, as well as military personnel undergoing conscription military service, is carried out only after examination and treatment in a hospital setting.

Point "a" includes:

  • diseases of the pituitary gland, adrenal glands, parathyroid and gonads with significant impairment of their function and unsatisfactory treatment results;
  • nutritional obesity of IV degree;
  • absence of the thyroid gland (another endocrine organ) after surgery for diseases;
  • persistent, significantly pronounced disorders caused by complicated hypothyroidism (with heart failure, polyserositis, etc.), severe forms of nodular and diffuse toxic goiter (decrease in body weight from 25 to 50 percent over the period from the onset of the disease, adynamia, severe exophthalmos, shortness of breath at rest, pulse rate 120 beats per minute or more often, various visceral complications, development of thyrotoxic cardiomyopathy with symptoms of chronic heart failure of functional class III - IV), as well as severe diabetes mellitus.

The severe form includes diabetes mellitus (regardless of the level of hyperglycemia and the nature of treatment) in the presence of one of the following complications: proliferative retinopathy, severe angiopathy and neuropathy lower limbs, manifested by trophic ulcers, gangrene of the feet, neuropathic edema, osteoarthropathy, diabetic nephropathy with macroproteinuria with impaired nitrogen excretory function of the kidneys, as well as with recurrent ketoacidotic precomas and comas.

Persistent, significantly pronounced disorders caused by severe forms of menopausal syndrome with unsatisfactory treatment results (severe neurovegetative disorders - hot flashes more than 20 times a day, sweating, palpitations, lability blood pressure, extrasystoles not caused by other diseases). Progressive atrophic changes in the mucous membranes of the genital organs and urinary tract.

Officers who have not reached the age limit for military service, in the absence of the thyroid gland (another endocrine organ) after operations for diseases, when the organ function is compensated by replacement therapy and retained the ability to perform the duties of military service, can be examined under point “b”.

Point "b" includes:

  • diseases of the pituitary gland, adrenal glands, parathyroid and gonads when compensating for organ function with replacement therapy;
  • persistent moderately severe disorders caused by diseases of the endocrine glands of moderate severity (with diabetes mellitus moderate compensation of carbohydrate metabolism is achieved by oral administration of hypoglycemic drugs or the administration of insulin against the background of constant diet therapy), manifest hypothyroidism, including drug-compensated;
  • diabetes mellitus in the presence of nephropathy at the stage of microalbuminuria, moderate nonproliferative retinopathy, peripheral neuropathy and angiopathy;
  • thyrotoxicosis of moderate severity (decrease in body weight to 25 percent from the onset of the disease, severe autonomic disorders, pulse rate 110 - 120 beats per minute, moderately severe autonomic-vascular and emotional disorders, development of thyrotoxic cardiomyopathy with symptoms of chronic heart failure I - II functional class);
  • persistent moderately severe disorders caused by climacteric syndrome of moderate severity (moderately severe neurovegetative disorders - hot flashes up to 20 times a day, sweating, palpitations, lability of blood pressure, extrasystoles not caused by other diseases;
  • nutritional obesity of the third degree.

In the absence of a lobe of the thyroid gland (part of another endocrine organ) after operations for diseases, the examination is carried out under point “b” or “c”, depending on the degree of dysfunction of the endocrine organ.

Citizens who, upon conscription for military service (military training), are diagnosed with grade III alimentary obesity for the first time are recognized under paragraph “d” as temporarily unfit for military service for 6 months. If necessary, the same conclusion can be issued again, and if treatment of obesity is unsuccessful, an examination is carried out under point “b”.
Point "c" includes:

  • mild reversible forms of diffuse toxic goiter (mild neurosis-like symptoms, decreased tolerance to physical activity, pulse rate up to 100 beats per minute with enlargement of the thyroid gland I - II degrees), subclinical hypothyroidism, including drug-compensated;
  • minor changes in the function of the gonads during menopause;
  • subacute thyroiditis with a recurrent course;
  • diabetes mellitus, in which glycemia during the day does not exceed 8.9 mmol/liter and is easily normalized by diet;
  • microprolactinoma in the presence of clinical manifestations.

This point also includes the consequences of surgical removal, including partial removal, of the endocrine gland in those examined under columns I - II of the disease schedule.

In case of chronic fibrous and autoimmune thyroiditis, the examination is carried out according to points “a”, “b” or “c”, depending on the degree of dysfunction of the thyroid gland (without dysfunction - according to point “c” of Article 12 of the disease schedule).

After a bilateral oophorectomy performed for diseases, a conclusion on the suitability category is made according to points “a”, “b” or “c”, depending on the severity of the climacteric syndrome and the results of treatment.

Point “d” includes temporary functional disorders after operations on the thyroid gland, other endocrine glands, conditions after treatment of acute and subacute thyroiditis. At the same time, citizens upon conscription for military service (military training), entering military service under a contract, or entering military educational institutions are recognized as temporarily unfit for military service for a period of 6 months.

If there is malnutrition, citizens are subject to examination and (or) treatment in a hospital setting. At the same time, citizens upon conscription for military service (military training) are recognized as temporarily unfit for military service for 6 months. If, according to the results of the examination, no diseases causing weight loss are detected in citizens, then they are subject to examination under point “d”. If diseases that cause low nutrition or malnutrition are detected, citizens are subject to examination according to the relevant items of the disease schedule.
