Biography

Fighting forest fires

On August 10, 2010, a report appeared on the MGER website about the extinguishing of a forest fire by activists of this organization in the Ryazan region. This report was commented on by a blogger with the nickname pilgrim_67, paying attention to the clean clothes, shoes and shovel of Gattarov, as well as his colleagues. According to satellite photographs, the nearest fire from the place where the pictures were taken was approximately 5 kilometers, and the nearest burned area of the forest was about a kilometer. Gattarov himself claims that they extinguished the fires on the ground and covered the places where the smoke came from with sand. The Ryazan regional headquarters of the Ministry of Emergency Situations sent them to this place, prohibiting them from going to the “big fire.”

According to journalists from the Vedomosti newspaper, the deputy head of the presidential administration, Vladislav Surkov, expressed dissatisfaction with the scandal that had broken out, and Gattarov’s departure from the leadership of MGER was allegedly connected with this. Gattarov himself refutes this information, citing the fact that a political decision was made to leave only people no older than 28 years old on the political council of the movement.

In August 2013, Senator Gattarov criticized the cost of the competition announced by the Ministry of Health of the Russian Federation for the creation of a new website for the department. According to Gattarov, the price of 25 million rubles was several times too high. For comparison, Gattarov cited a competition for the development of the software and hardware complex of the Federation Council website. Completion of comparable work by the Federation Council cost the budget 5 million rubles. The senator appealed to the Minister of Health Veronica Skvortsova with a request to cancel the competition or reduce the initial price of the contract to an adequate one. The Ministry of Health, in response to the letter, stated that the criticism was unfounded, and the comparison of technical specifications for the development of websites of the Ministry of Health and the Federation Council was incorrect. The competition was held on time and without changing the starting price. However, as a result of the competition, a contract was signed to create a new website for the Ministry of Health for only 6 million rubles, which corresponds to the cost at which Gattarov and experts of the Federation Council Commission for the Development of the Information Society estimated the work.

PhD thesis

On February 27, 2013, Novaya Gazeta correspondent Nikita Girin published an article in which he drew attention to the fact that some passages of the text of Gattarov’s dissertation coincide almost word for word with the candidate’s dissertation defended a year earlier by the same supervisor, Artur Sabiryanov. However, these passages were not formatted as quotations, and the works of this author are not included in the list of references.

On the same day, Ruslan Gattarov sent an official letter to the editor-in-chief of the publication, in which he completely denied the presence of plagiarism in his work. Gattarov explained that most of The “matching” fragments related to the annex of the dissertation - the Tai Chi Quan gymnastics program, which was proposed for use in research activities by graduate students of A. P. Isaev. Gattarov explained the similarity of some of the experiments and their data by the fact that both he and Sabiryanov studied groups of students, but if Gattarov selected volunteers aged 17-18 years, then Sabiryanov - 18-22 years old. According to the results of the Anti-Plagiarism program, the coincidence of the dissertation text with previously published sources is no more than 1.5% of the total volume. In this regard, the senator demanded that a refutation be published within two days.

In response, the author of the publication doubted the effectiveness of checking using anti-plagiarism due to the absence of an electronic version of Sabiryanov’s dissertation in the database. In addition, according to him, there are unformed borrowings from the texts of A.P. Isaev and A.M. Vein.

Arthur Sabiryanov himself and the scientific supervisor A.P. Isaev did not admit the presence of plagiarism in Gattarov’s work.

On April 3, 2013, journalist Sergei Parkhomenko called for checking the scientific novelty and substantive value of this dissertation. He described the work as “a helpless essay on physical education activities that have a beneficial effect on the health of students.”

In August 2010, Ruslan Gattarov and his deputy at MGER became the main defendants in a scandal involving staged photographs extinguishing a forest fire Young Guards in the Ryazan region. Numerous bloggers concluded that the Young Guards themselves set fire to a section of the forest in order to later do a photo shoot against the backdrop of the disaster.

In July 2012, Ruslan Gattarov sent a request to the Prosecutor General's Office with a request to check information regarding the governor Kirov region and opposition blogger.

In a request addressed to the Prosecutor General, Gattarov stated that “information about the financial relationship between N. Belykh and A. Navalny in 2010” appeared on the Internet, when Navalny was an assistant to the governor of the Kirov region on a voluntary basis. In particular, Gattarov drew attention to " statements about the theft of a distillery and “settlement” of issues with representatives of the Ministry of Internal Affairs and the FSB on the part of N. Belykh".

In February 2013, a number of media outlets reported that Gattarov’s dissertation was confusingly similar to a dissertation for the degree of Candidate of Medical Sciences, defended a year earlier by a certain Artur Sabiryanov.

In July 2013, Gattarov sent the Prosecutor General and the head Roskomnadzor an appeal in which he noted that Google and its privacy policy does not comply with either the Constitution of the Russian Federation or international law. In addition, Gattarova demanded that Facebook, Twitter and Yahoo be checked. Gattarov also noted that some companies, in particular Microsoft, are conducting a dialogue with parliamentarians regarding the acquisition of personal data of Russian users by US intelligence services.

In August 2013, Gattarov called on the head of the FMS Konstantin Romodanovsky ban American rock band Bloodhound Gang entry into the country for desecration of the Russian flag. The reason was the shocking behavior of the band's bassist Jared Hasselhoff, who wiped himself with the Russian flag on stage.
