The history of the Belgorod Law Institute of the Ministry of Internal Affairs of Russia begins on March 15, 1985, when by order of the Ministry of Internal Affairs of the USSR No. 96 “On organizational and staffing issues for the Belgorod Special Secondary Police School of the Ministry of Internal Affairs of the USSR” a special high school militia of the Ministry of Internal Affairs of the USSR (BSSSHM) for the training of local inspectors and criminal investigation officers with secondary legal education. 200 cadets were enrolled in the first course.

Continuation of the personnel policy of the Ministry of Internal Affairs Russian Federation aimed at providing internal affairs bodies with qualified specialists, was the transformation in 1992 of the BSSSHM into the Belgorod Higher Police School of the Ministry of Internal Affairs of Russia.

A special place in the history of the university is occupied by the security service public order in Moscow during the October events of 1993, when, during difficult days for Russian democracy, school staff and students stood up to defend the constitutional order and the future of Russia. For exemplary service, the school’s personnel were awarded the gratitude of the Minister of Internal Affairs of the Russian Federation, and 28 employees and students were awarded government awards.

Pursuant to the order of the Government by order of the Ministry of Internal Affairs of the Russian Federation dated June 20, 1997 No. 378 Belgorodskaya graduate School police was renamed Belgorodsky law school Ministry of Internal Affairs of Russia.

From the time of formation to the present, more than 5,000 graduates have successfully implemented their acquired knowledge in law enforcement agencies of Russia and the CIS countries, of which about 3,000 employees are in the Internal Affairs Directorate Belgorod region.

The Institute provides training for legal personnel: in the specialties “Jurisprudence” and “Law Enforcement” for internal affairs bodies in full-time and part-time forms of study; in the specializations of operational-search, administrative-legal, preliminary investigation in the internal affairs department; according to their training profiles, detectives from the Criminal Investigation Department, the Economic Crimes Department, local police officers, investigators and interrogators.

Conducts retraining and advanced training of employees of territorial internal affairs bodies. Educational institution also trains lawyers on an extra-budgetary basis.

The Belgorod Law Institute of the Ministry of Internal Affairs of Russia functions as a single educational and scientific complex, structurally uniting the administrative apparatus, adjunct faculty, 5 faculties, 13 departments, service and combat training units and auxiliary units.

In order to strengthen the practical orientation of training, starting from September 2003, practical training was organized twice a week for cadets of all courses directly in the services and divisions of the Internal Affairs Directorate of the Belgorod Region and the Internal Affairs Directorate of the city of Belgorod under the guidance of teachers and practical workers. A legal information center and a public reception center have been created, where cadets and students provide free legal services to the population.

A new generation of youth is entering conscious life, part of which are graduates of the BelYuI of the Ministry of Internal Affairs of Russia, who in the near future will have to carry out the planned transformations in Russia. And the state needs not only highly qualified specialists, but also, in one person, literate, cultural citizens, patriots of their Motherland.

To implement the above tasks, on March 30, 2004, a cultural university was opened on the basis of the institute. The co-founders of the University of Culture were the Belgorod State Academic Drama Theater named after M.S. Shchepkina (artistic director Slobodchuk V.I.), Belgorodsky state institute culture and arts (rector S.I. Kurgansky) and the Belgorod State Music College named after. S.A. Degtyarev (director N. A. Grashchenko), with whom the institute has established close creative contacts.

The Institute has modern teaching and laboratory facilities. It includes 7 lecture halls equipped with multimedia systems and other technical teaching aids, 64 classrooms, 2 photo laboratories, 6 forensic testing grounds, 5 gyms, 2 language labs. The infrastructure of the institute is constantly developing. Behind Lately Major projects have been implemented to strengthen the material and technical base and training conditions. In 2004, a library complex with an area of ​​more than 1,500 square meters was built and put into operation, with a total fund of more than 150 thousand publications, sports complex with an area of ​​1400 sq.m., including 3 specialized halls for martial arts, gaming and gyms, locker rooms and showers, the institute's out-of-town training base was gasified and restored. More than 370 computers are connected to a local area network.

The regional administration transferred the city stadium to the institute. The shooting range is equipped with modern electronic equipment. In addition to classes, various regional and regional competitions are regularly held there.

Three international-class masters of sports, 19 masters of sports, 32 candidates for master of sports, and more than 200 first-class athletes work and study at the institute.

Cooperation with police and police departments of Germany, Ukraine, Belarus, England and Poland is developing fruitfully.

Currently, more than 2,800 cadets, listeners and students from 30 regions of Russia are studying at the institute.
