Criticism

It would be surprising if he didn’t defend himself! But the dissertation itself is beyond praise! This is a significant scientific work, which for some reason was not at all appreciated by independent experts from the Russian state library"(RSL). In his conclusion they testify that “this dissertation has no scientific value, is an outright imitation of science and is a typical fictitious demonstration product, which also contains pronounced plagiarism. It is surprising that this work was defended and defended in the Academic Council of the State University of Management , which, in our opinion, necessitates a frontal verification of the dissertations defended there. The presented work contains incorrect borrowings that are unacceptable in scope and nature (plagiarism) and cannot be considered original in relation to the collection of abstracts and dissertations of the Russian State Library."

Journalists, and not only them, throughout the country have said and continue to say that in the person of a man named Petr Pavlovich Biryukov, the Moscow government has simply received an incompetent official who, with his pedagogical and construction education, takes on something about which he understands nothing.

Having once placed high trust in Biryukov and made him his deputy, he is not delighted with their cooperation. According to the ex-mayor, he had to do a lot of work for Pyotr Pavlovich. Luzhkov also hinted at some moral and ethical problems.

The head of the capital emphasizes that Biryukov’s contribution to the city economy is significant, his work is conscientious, and for many years the official has been serving for the benefit of the people. The award order is dated July 5th.

The house in which Biryukov lives (on the Patriarch's Ponds) belongs to his former deputy Yu. Bulanov, prefect of the Southern District of the Russian capital. Bulanov was arrested and charged with embezzlement of budget funds.

Dissertation scandal

Unfortunately, the “mistakes” of the unfulfilled teacher are connected not only with his work in the Moscow government. Pyotr Biryukov, whose photo does not strike the imagination at all (the official has a discreet, modest, one might say, even gray, appearance), constantly finds himself involved in high-profile cases. Pyotr Pavlovich, defending his doctoral dissertation, was accused of plagiarism, as well as that his work was pure fiction, not containing an ounce of valuable scientific information.

The Deputy Mayor of Moscow is married. The family of Petr Pavlovich Biryukov is quite strong. He and his wife raised two children - a daughter and a son.
