The first elections to the State Duma of the Russian Federation

IN recent history Russia's first elections to the State Duma were held in 1993. By decree of the President of the Russian Federation Boris Yeltsin, the current Supreme Soviet and the Congress of People's Deputies were dissolved and elections of the Russian parliament of the Federal Assembly were scheduled. By the same Decree, elections to the State Duma, the lower house of the Federal Assembly, and the upper house of parliament, the Federation Council, were scheduled for December 12, 1993.
A mixed electoral system remained in the country: candidates could go to the Duma both in single-mandate districts and on party lists. It was this system that formed the State Duma of the first (1993), second (1995), third (1999) and fourth (2003) convocations. 450 deputies were elected to the Duma for a four-year term, 225 of them in single-member districts (one district - one deputy) and 225 in the federal electoral district, in proportion to the number of votes cast for federal lists of candidates for deputies nominated by electoral associations and electoral blocs.
Elections to the Duma of the fifth convocation on December 2, 2007 were already held in accordance with the new Federal Law, which provides for the election of all State Duma deputies in a federal constituency in proportion to the number of votes cast for federal lists of candidates. Federal lists of candidates were nominated only by political parties. Those parties that have overcome the 7 percent barrier have entered the Duma. The column "against all candidates" disappeared from the ballots. For the first time, no minimum turnout threshold was set in a federal election.

State Duma of the first convocation, 1993-1995

On December 12, 1993, 444 deputies were elected. Among them are 225 in the federal constituency and 219 in single-mandate constituencies. Elections were not held in five constituencies, and elections were not held in one (Chechen Republic).
Eight out of 13 electoral associations (blocs) overcame the 5% threshold: Liberal Democratic Party of Russia (64 seats), Choice of Russia (64), Communist Party of the Russian Federation (42), Women of Russia (23), Agrarian Party of Russia (57), Yabloko (27), Party of Russian Unity and Consent (22), Democratic Party of Russia (14).
The Duma included representatives of 32 nationalities. At the time of the election, there were 58 women deputies (just over 13 percent of the total number of deputies).
At the beginning of the work of the Duma of the first convocation, the representative function dominated the legislative one. For two years of work, the Duma of the first convocation adopted 461 laws. 310 adopted laws came into effect. According to experts, the Duma of the first convocation fulfilled the mission of transition from the Soviet "pre-parliament" to a professional democratic parliament; structured along party lines.

State Duma of the second convocation, 1995-1999

Elections were held on December 17, 1995. Four electoral associations were able to overcome the 5% threshold: the Communist Party of the Russian Federation (157 seats), Our Home is Russia (55), the Liberal Democratic Party (51) and Yabloko (45). Elections were held in all constituencies.
46 women were elected to the Duma of the second convocation. Their representation in comparison with the Duma of the first convocation has decreased from 13 to 10 percent.
The deputies of the second convocation inherited from the Duma of the first convocation about 500 bills that were at various stages of consideration. In this regard, a special commission was formed to ensure continuity in lawmaking. The Duma of the second convocation adopted 1036 laws, of which 749 entered into force.

State Duma of the third convocation, 1999-2003

Elections were held on December 19, 1999. In eight single-mandate constituencies, the elections were declared invalid. In these constituencies, repeated elections to the Duma were held on March 26, 2000. In the Chechen single-mandate constituency No. 31, the elections were held on August 20, 2000.
Six electoral associations overcame the 5% barrier: the Communist Party of the Russian Federation (113 seats), the Interregional Movement "Unity" ("Bear") (73), "Fatherland - All Russia" (68), SPS 29, "Zhirinovsky Bloc" 17, Association "Yabloko" 20.
In total, during the period of the third convocation, 265 regular, extraordinary and additional meetings of the Duma were held, at which a total of about 2,100 bills were considered in different readings.

State Duma of the fourth convocation, 2003-2007

Elections were held on December 7, 2003. In three single-mandate constituencies, the elections were declared void, as the majority of voters in these constituencies voted against all candidates.
Three political parties and one electoral bloc managed to overcome the 5% barrier: United Russia (223 seats), the Communist Party of the Russian Federation (52), the Liberal Democratic Party (36), the Rodina electoral bloc (37).
One of the main distinguishing features of the Duma of the fourth convocation is the highest level of succession in the composition of its deputy corps compared to all previous convocations. In 2003, 207 deputies of the State Duma of the third convocation were elected for the next term of their powers. In addition, after the 2003 elections, several deputies of the first and second convocations returned to the Duma, and the total number of deputies who already had experience in it amounted to 224, that is, almost half of the entire deputies' corps.
For four years of work, the parliamentarians have considered 2,712 bills, of which 1,062 federal laws have been adopted, 25 constitutional laws have been approved.


State Duma of the fifth convocation, 2007-2012

Following the elections on December 2, 2007, United Russia won a constitutional majority of 315 seats in the lower house. Communists - 57 mandates, LDPR - 40, " Fair Russia» - 38. The composition of the lower house has been updated by about half.
The State Duma of the fifth convocation retained such "old-timers" as Vladimir Zhirinovsky (LDPR) and Gennady Zyuganov (KPRF). Among the deputies of the fifth convocation there are many well-known artists, scientists, entrepreneurs, doctors, teachers, lawyers and public figures. And in terms of the number of athletes, this Duma surpassed all previous ones. In particular, Olympic champions Anton Sikharulidze, Alina Kabaeva, Svetlana Khorkina, Svetlana Zhurova, Irina Rodnina and Svetlana Ishmuratova were deputies of the State Duma.
Also, for the first time, the chairman of the All-Russian Society of the Disabled Alexander Lomakin Rumyantsev from the Just Russia faction and the champion of the Paralympic Games in Turin in cross-country skiing, Secretary General of the Paralympic Committee of the Russian Federation United Russia Mikhail Terentyev were elected to the Parliament. 52 million 700 thousand 922 voters took part in the elections to the State Duma of the seventh convocation. The voter turnout was 47.88%. In total, the new convocation of the lower chamber is represented by six parties and one self-nominated candidate.
Four parties entered the State Duma of the seventh convocation according to the lists: United Russia, the Communist Party of the Russian Federation, the Liberal Democratic Party and Just Russia. According to the results of the elections, United Russia received 343 mandates, the Communist Party of the Russian Federation - 42, the Liberal Democratic Party - 39, and Just Russia - 23.
In addition to these four parties, two single-mandates made it to the State Duma (chairman of the Rodina party Alexei Zhuravlev and head of the Civic Platform federal political committee Rifat Shaikhutdinov), as well as one self-nominated Vladislav Reznik.

Elections to the lower house of the Parliament of the Russian Federation in the Tver region

Elections to the lower house of parliament in 2003. On this day, a combined election of deputies was held on the territory of the Tver region State Duma the Federal Assembly of the Russian Federation, the Governor of the Tver Region, as well as municipal elections.
The preparation and conduct of elections to the lower house of parliament in the Tver region was carried out by the Electoral Commission of the Tver Region, 2 district election commissions, 46 territorial and 1367 precinct election commissions with a total population of more than 10,000 people.
During election campaign District election commissions registered 29 candidates for deputies (13 candidates in constituency No. 172 and 16 in constituency No. 173). 23 electoral associations presented their candidates on the proportional part of the list. In the federal part of the list, 59 candidates from all 7 political parties went to the polls, 37 candidates out of 38 nominated candidates were registered in the regional groups of political parties in the Tver region: from A Just Russia - 12; from the Liberal Democratic Party - 4; from "Patriots of Russia" - 3; from the Communist Party - 5; from "Apple" - 3; from " United Russia» - 6; from "Right Cause" - 4.

On September 18, 2016, there were 1217 precinct election commissions and the same number of polling stations in the Tver region. Voter turnout was 41.62%.

In the Tver region, in the elections of deputies of the State Duma of the Russian Federation of the seventh convocation in a single constituency, four parties overcame the five percent barrier: United Russia (45.0%), LDPR (16.35%), Communist Party of the Russian Federation (15.23%) and Fair Russia" (9.61%).

In the 179th Tver constituency, Svetlana Maksimova (United Russia) won with 35.49% of the vote.

In the 180th Zavolzhsky constituency, Vladimir Vasiliev (United Russia) won a landslide victory with 53.03% of the vote.

The State Duma of the sixth convocation is completing its work. How will her work go down in the history of Russian parliamentarism? What will be remembered for the activities of the people's deputies and what is their coefficient useful action? What important things did the deputies do for the country, and who will rate them? To sum it up, it's time to ask these questions and look for answers to them.

There were more than enough derogatory epithets for the share of the lower house of parliament: bloggers called it a “mad printer”, and reproached it for loafing, and even printed it very boorishly as a “government fool”. However, at one of the last meetings of the lower house of parliament, President Vladimir Putin found completely different words for the people's deputies. Assessing the overall work of the State Duma as "worthy", he emphasized in particular:

I consider the legal integration of Crimea and Sevastopol, which was preceded by your sincere, cordial, moral support for the inhabitants of the peninsula on the eve of the referendum of joining the Russian Federation, to be a truly historic result of the work of your convocation.

The presidential praise sounded very sincere, and not just as a courtesy at parting - they say, thank you all, everyone is free.

Indeed, it is extremely difficult to fully adapt the legal base of an entire region that lived according to the laws of another country in the shortest possible time. What did it cost for the deputies themselves to adopt more than 120 laws that allowed the Crimeans to survive the transition period rather painlessly? And there were many such force majeure jerks at a marathon distance of four and a half years.

Quantity goes hand in hand with quality

The website of the State Duma of the Russian Federation provides statistics on the legislative process. A lot of interesting information can be gleaned from the final table. Thus, for the entire period of work of the current parliament, 6012 bills were submitted to the State Duma; accepted for consideration - 5255 of them; after consideration in three readings, 1817 bills were approved. The quality of legislative activity is evidenced by the final "rejection": of all the laws approved by the Duma, 21 were rejected. One of them was on the president's account and 20 were not liked by the Federation Council. That is, the “screening out” was 1.1%.

The productivity of the State Duma of the sixth convocation was also studied at the Institute for Political Infrastructure Analysis (InAPI). The study says:

“In total, 450 deputies from four factions work in the State Duma, whose main task is lawmaking. During the period of work of the VI convocation (from December 2011 to March 2016), deputies submitted 3,679 bills to the State Duma for consideration. Of these, 549 bills were adopted, which is 15% of the total.

If someone noticed a discrepancy between the data presented on the State Duma website and those provided by InAPI, then there is no smell of any postscripts here. The fact is that the lower house of parliament considers all bills, including those submitted by the president, the government, senators individually and the Federation Council as a whole, as well as regional legislative assemblies and higher courts on issues of its competence.

Which, you see, is not so surprising, given the convincing parliamentary majority of the party in power. 755 draft laws were submitted by the Communist Party of the Russian Federation, of which 135 (17.9%) were approved. "Fair Russia" was engaged in lawmaking more actively than the communists. It has 1,356 legislative initiatives to its credit, but only 171 have been adopted by the Duma. Economic laws adopted in the context of the crisis and sanctions have helped keep the banking sector from falling. But businessmen are in no hurry to take advantage of the capital amnesty announced, so the amnesty has been extended until July 1, 2016.

In a word, the deputies actually worked actively. But by no means in the mode of a “mad printer”, mindlessly stamping out laws, but quite responsibly, balanced and painstakingly.

Nevertheless, the fact remains that the majority of people know little about the parliamentary activities of their own elected representatives and evaluate their work either negatively or indifferently. According to the Levada Center, currently only 44% of Russians are going to take part in the upcoming elections to the State Duma of the seventh convocation. Moreover, only 19% “absolutely” plan to go to the polling station on September 18, and 25% “most likely” will do so.

To some extent, it is understandable why the legislative branch of government is not very popular among the people.
